The QRM eliminator is a single physical device that nulls local electrical noise, and its settings are specific to the band and the noise source being fought. Two operators adjusting it at once is worse than nobody adjusting it. This module arbitrates: who has it, for how long, and what happens when somebody else wants it.
Small module, disproportionate value. Shared physical resources in a remote station need an owner at all times, or they end up in a state nobody chose.
